MATTERS ARISING
Computer Based Exams – Roger will investigate if it is correct that CBE are being held late in the evening as it would be unfair if there were early morning examinations the next day.
NEWLY APPOINTED CHAPLAINS TO THE UNIVERSITY OF OTAGO
Abigail would like to purchase a gift for the new Maori Chaplain and the OPSA/Uni Chaplain. Perhaps a financial contribution to Wayne’s welcome function.
The gifts will be purchased after Abigail gets ideas from Greg Hughson.
GRANTS PANEL MINUTES (Round 2) AND RECOMMENDATIONS
As attached. Item 11 and 13 are identical. Josh to check if this is a duplication.

217/18 THAT the minutes of the Grants meeting (Round 2) held on 12 April 2018 be received and the recommendations be approved with the amendment of 11 & 13 above.

REFERENDUM QUESTIONS

218/18 THAT the proposed Constitutional amendments be received and accepted and presented to the student body in the Referendum being held on 14-17 May 2018.

Should the following amendments be made to the OUSA Constitution and Rules and renumbered accordingly?
Section 34.2 of the Constitution be amended to delete the word “academic”
Section 34.5 of the Constitution be amended to read “The Te Roopu Māori Representative will present a report to the Executive each quarter.”
Add a section 6.2(e) that reads: “To remedy breaches of the Rules, in accordance with these Rules”
Delete section 10.14
Add a section 11.4 that reads: “All active policies must be made publically available on the Association website”
Delete from section 21.2: “…generally provided that no Student General Meeting shall be held on a Friday”
Sub-sections 19.10 (c) and (d), and 6.3 (e) and (f) be removed, and that the OUSA Executive be empowered to appoint honorary solicitors and auditors without putting it to referendum.
Should all binary gender terms used throughout the Constitution be replaced with gender-neutral terms?

It was agreed there will be justification and explanations about the process with the results of the referendum and notes with questions.

219/18 THAT the following questions be put to the Referendum being held from 9am – 4pm 14 May 2018 - 17 May 2018.
Should the Association Secretary, Donna Jones, be re-appointed for a fixed-term of four (4) years?
Should OUSA support the establishment of an on-campus Marae?
Should OUSA’s SLA funding be independent of Te Roopu Maori’s funding?
Should OUSA run a campaign against bullying?
Should OUSA directly ask the Education Minister, “Will you wipe all student loan debt by 2025?”
Should OUSA advocate for the University to implement a composting system on campus?
Should OUSA support science and health based education on safe student drug use?
Should OUSA officially endorse a change from the current Misuse of Drugs Act of 1975 in favour of a health-based approach?
Should OUSA officially endorse the complete legalisation of marijuana in New Zealand?
Should OUSA amend its current policy to prohibit election tickets to be formed (groups of two or more candidates running alongside and endorsing one another's campaigns) for Executive elections?
Should OUSA explore options to minimise drug-related harm?
Should OUSA set up a subsidiary company to invest in flats in the North Dunedin area as a way to diversify revenue streams?
Should OUSA support a soft plastic recycling scheme on campus?
Should OUSA support the sale of alcohol in the Union food court and Union Common Room areas?
Should OUSA formally support and lobby the University to provide recordings for all lectures?
Should OUSA lobby the University to fund flu vaccinations for all students?
Should OUSA commit to continuing the free breakfast through 2019?
Should OUSA expand the Hyde Street Party to increase capacity?
Should OUSA lobby the University and Private residential colleges to offer discounted rent to Residential Assistants (RA’s), so that their pay will entirely cover accommodation costs?
Should OUSA support and lobby for the repeal of the voluntary student membership (VSM) of students’ associations implemented by the Education (Freedom of Association) Amendments Act 2011?
Should OUSA include a Pacific representative on the Executive?

It was agreed to consult with Hahna Briggs our Queer Support Co-ordinator for ideas and if OUSA should run a campaign against bullying.

GENERAL BUSINESS
SLA funding document – Sam sent this out to Exec for further consultation.
Divisional Board reports – please get these to James.
Otago Bulletin Magazine – some of the executive would like to see more input from students in this magazine.
ASKOtago – it is anticipated that students should sit on this panel.
150th celebration – Josh has contacted Kerry Buchan to confirm the clubs and societies are going to have a parade at the event.
Job Descriptions – Cam would like a list of what tasks are undertaken each week please.
Very good ANZAC and Hyde Street events. Well done to all!
