MINUTES OF THE OUSA EXECUTIVE EMERGENCY MEETING HELD IN THE BOARDROOM OF THE OTAGO UNIVERSITY STUDENTS' ASSOCIATION ON 16 SEPTEMBER 2011 AT 2:00PM

MINUTES OF THE PREVIOUS MEETING

CONSTITUTIONAL UPDATE

Shonelle spoke to this. She indicated that she had spent a lot of time talking to the lawyers, and they consider that the constitution requires further 'rejigging'. The lawyers would like to see two versions put forward, a VSM one and a non-VSM one, with both either passing or failing. Given the notice period required the election dates will thus need to be moved back a week if elections, referendum and budget are all to be voted on concurrently.

This will mean an extra week of campaigning, but will not effect the nomination period.

Ariana stated that this would interfere with Te Roopu Maori elections, and that she will consult with her executive to decide whether to change their election dates.

GENERAL BUSINESS

Quorum- There was some anger about the failure to get quorum in the mornings meeting, and an awareness that some executive members need to do better with ensuring they turn up at meetings on time and prepared.

FSO 2011 By-election- There is no constitutional requirement to have a FSO by-election. The elections policy states - where there is a vacancy in the Executive in order to call a by-election the Executive must be satisfied that sufficient time remains in the calendar year and any Executive officer elected would serve for a reasonable amount of time. It was thought given the small amount of time remaining in the year after the main 2012 elections that this was not the case.

Alasdair (AJ) reminded the executive that the election budget was running tight, and that any further expense in order to run a FSO by-election may mean exceeding the budget line.

The executive decided not to hold a by-election for FSO.
